In addition to our wide experience in the purchase and sale of conventional exploration and producing properties, Stikeman Elliott has served as counsel in several oil and gas projects. We acted for Husky Oil in the acquisition of the interests of the Province of Alberta and Government of Canada in the $1.7 billion heavy oil upgrader operated by Husky at Lloydminster, Saskatchewan. We are currently serving as counsel to one of the major participants in a large natural gas storage facility to be located in Alberta.
We have also been actively involved over the past several years in oil and gas developments in Canada's frontier areas. As counsel to Petro-Canada, we were successful in negotiating one of the first joint operating agreements executed for operations off the east coast of Canada. Stikeman Elliott also served as counsel to the operator of the first Canadian offshore oil and gas project to come on stream. We acted as counsel to Husky Oil with respect to its participation in the proposed Terra Nova oil development project offshore Newfoundland.
As Canadian counsel to Pacific Gas and Electric Company (one of the largest investor-owned utilities in the U.S.), we have advised on every aspect of the production, sale, transportation and export of natural gas. The restructuring of PG&E's Canadian gas supply arrangements in 1992 and 1993 resulted in one of the most complex commercial closings in North American history, requiring the termination and replacement of more than 500 contracts with more than 200 producers.
Stikeman Elliott has served as counsel in numerous financing and restructuring transactions and corporate reorganizations in the oil and gas industry. Recently, we were counsel for PrimeWest Energy Trust in acquiring $250 million of oil and gas properties from a major producer and financing the acquisition by way of an issuance of royalty trust units trading on the Toronto Stock Exchange.

At the Alberta provincial level, we have extensive experience as counsel before the Energy and Utilities Board. Representing various producer, transporter and consumer interests, we have appeared in proceedings relating to the permitting of facilities (oil and gas pipelines, gas processing facilities, petrochemical plants, and oil sands developments, often involving application and interpretation of environmental legislation), the setting of gas utility rates and tariff provisions, the removal of gas from Alberta, and the determination of energy supply and requirements.
In Ontario, we regularly represent clients before the Ontario Energy Board and have acted as counsel to the Ontario Energy Board. Representing marketer and large volume user interests, we have appeared in proceedings relating to the deregulation of natural gas sales, unbundling of utility transportation and distribution services, affiliate relations and industry code of conduct matters, the construction of supply pipelines by end-users and the setting of gas utility rates and tariff provisions. Our lawyers also regularly represent clients before the British Columbia Utilities Commission and the Manitoba Public Utilities Board.
